Purpose of the Job

The Regional Office Manager role at SNV Ethiopia plays a critical role in ensuring the smooth and efficient operations of the Amhara regional office. As a nonprofit international development organization SNV relies heavily on strong regional support to deliver impactful projects in Agriculture, WASH and Energy sectors.

The purpose of this position is to provide overall leadership and oversight for the regional office's support functions. This includes managing and supervising teams in finance, administration, procurement, and logistics.  The Regional Office Manager acts as a bridge between regional project teams and the SNV Country Office in Addis Ababa, ensuring projects receive the necessary operational support for timely and high-quality implementation. S/He also represent SNV with external stakeholders, fostering strong relationships with regional authorities and partners to facilitate collaboration and project success.

Job Description

Operation delivery:

  • Organizes integrated process delivery for projects and the field office, optimizing the use of guidelines and procedures.

Strategic and Leadership (Regional Representation to SNV);

  • Strengthens cross-functional communication and coordination among the operations team and program teams.
  • Represents SNV to external partners, authorities, and local actors.
  • Acts as the security focal point for the regional office.

Human Resources:

  • Manages and supervises the regional operations support team.
  • Supports recruitment, training, and development of the field office team.
  • Ensures HR policies and procedures are in place, overseeing the HR function and coordinating with relevant country office counterparts.

Finance:

  • Monitors day-to-day financial operations.
  • Implements effective financial management and control systems.
  • Ensures timely financial closing.

Procurement and Logistics:

  • Oversees procurement management and ensures compliance with SNV procedures.
  • Manages assets and facilities. Oversees transport and fleet management.
  • Ensures smooth communication within the department and with stakeholders.

Analysis and Reporting:

  • Maintains a management information system to monitor and analyze data on operation support services performance and resources. Provides input on performance to the Operations Manager.
  • Ensures proper recording systems and reporting for fleet, assets, warehouse, and procurement activities

Business Development:

  • Assesses support requirements against project objectives and operating environment. Informs on support activities during future project implementation.
  • Collaborates with HO office team on system development and control mechanisms for information sharing.

Advisory Services:

  • Assesses and advises on the quality of support delivery against project needs. Advises projects on adopting efficient operation services according to guidelines and standard procedures.
  • Acts as a focal person for any operational, HR, and finance activities in the region.

Process Development:

  • Identifies, proposes, and implements organizational and process improvements for operation support services, aligned with the organization's needs and external developments.

Take up any additional responsibilities assigned by the line manager

Qualifications

Educational Qualifications and Experience

  • Master’s degree in relevant discipline in business management, accounting, logistics, human resources, or a related field.
  •  A minimum of 8 years of experience working in an international organization, including experience in business support services.
  • Experience in reviewing and implementing policies, procedures, and guidelines.
  • Experience in managing varied projects either in HR, finance, and logistics/procurement.
  • Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities.
  • Experience in context analysis and security management.
  • Experience in team management.
  • Excellent oral and written communication skills in English and the local language in the country.
  • High level of integrity and ethical conduct.

Additional Information

Contract Type: National - Full time

Expected start date:  As soon as possible

Duty Station:  Bahir Dar

Contract Duration: Ten months with the possibility of extension based on performance and budget availability.
