 Purpose of the Job

The Procurement and Logistics Manager will oversee procurement, administration, fleet operations, warehouse management, security, and ICT functions within the SNV country office. This role requires strategic planning, effective team management, and collaboration across departments to ensure efficient operations and compliance with organisational policies, national laws, and donor regulations.

Job Description

Procurement and Contracting Management

  • Develop and implement procurement strategies that align with SNV’s objectives and compliance requirements.
  • Oversee the procurement and administration process for goods and services, ensuring timely delivery and value for money.
  • Ensure appropriate partner capacity building and operational compliance. Ensure compliance with SNV and donor procurement policies, conducting regular audits of procurement practices.
  • Manage supplier relationships, negotiating contracts and terms to ensure value for money, sustainability, and reliability.

Fleet and warehouse Management

  • Ensure efficient vehicle management in the country office with safety regulations.
  • Implement and maintain an effective vehicle tracking system to optimize fleet utilization.
  • Oversee transportation, asset, and warehouse management. Ensure best practices for stock management and conduct regular inventory audits to maintain accuracy.
  • Ensure all goods are stored securely and in compliance with regulatory, donor, and SNV standards.

Security, Administration and ICT

  • Oversee the security, administration, and ICT functions within the country office.
  • Lead the ICT consultancy efforts, ensuring that technology solutions support procurement and logistics operations effectively.
  • Collaborate with the Global Office ICT unit on the implementation of ICT policy and the data protection system.
  • Ensure that all facilities are secure and that staff are trained on security procedures and emergency protocols.

Team Management

  • Lead and mentor a diverse team of procurement, logistics, contract, access, ICT, and administration, fostering a culture of collaboration and continuous improvement. Conduct performance evaluations, set goals, and provide professional development opportunities for team members.
  • Coordinate with other departments to ensure alignment of procurement and logistics activities with organizational objectives.
  • Ensure adherence to SNV’s policies and procedures, specifically focusing on SNV’s Safeguarding Policy, Code of Conduct, and Ethical Standards
  • Work closely with regional and cluster offices.

Reporting and Analysis

  • Maintain accurate records and reporting systems for procurement and logistics activities.
  • Ensures and leads the preparation of consolidated annual procurement planning.
  • Provide regular reports to senior management on procurement performance, inventory levels, access, and logistics efficiency.
  • Analyze data to identify trends and areas for improvement, making recommendations for strategic changes. Organize and conduct training for the relevant stakeholders.

Qualifications

Educational Qualifications and Experience

  • Master’s degree in Supply Chain Management, Business Administration, or a related field.
  • A minimum of eight (8) years of demonstrable and relevant experience in procurement and logistics in INGO or similar. At least 4 years of proven experience in leading and managing teams and fostering a collaborative work environment.
  • Strong understanding of procurement and contractual regulations and best practices. 
  • Knowledge and experience of INGOs and diverse donors' requirements.
  • Excellent negotiation, communication, and interpersonal skills.
  • Strong ability to work independently.
  • Strong people management skills.
  • Excellent organisational skills.

Additional Information

Contract Type: National, Full-time

Expected start date: As soon as possible 

Duty Station: Addis Ababa

Contract Duration: One year with the possibility of extension based on performance and budget availability.
