Transforming rice value chains in Vietnam's Mekong Delta

Funded by the Department of Foreign Affairs and Trade (DFAT) in 2022, SNV Netherlands Development Organisation in collaboration with stakeholders in Vietnam at central and provincial levels and with research institutes and universities designed the project ‘Transforming Rice Value Chains for Climate Resilient and Sustainable Development in the Mekong Delta’ (TRVC).

The five-year project’s over-arching goal is to shift to low carbon economy/ green growth and climate-resilient food systems in the Mekong Delta. It concludes in 2027.

Using Pay-for-Results mechanism, the TRVC project incentivizes and attracts the participation of private enterprises in the rice value chain, aiming to develop innovative technologies to achieve higher economic outcomes for smallholder farmers and all rice value chain actors, improve rice quality, reduce greenhouse gas (GHG) emissions and promote inclusive social values.

The project is implemented in three key rice landscapes in the Mekong Delta River: An Giang, Kien Giang, Dong Thap

Prospective competitors: Enterprises in the rice value chain including rice and rice seeds producers, retailers and wholesalers, fertilizer producers, and input suppliers operate as legal entities in Vietnam.

Project implementation

The project will be structured into two Phases. In phase I, interested enterprises will submit their Technical Proposal that details their proposed technology packages with justifiable rationale for higher economic value and lower GHG emissions efficacy, and other environmental and social values. Selected enterprises will make their self-investment in the testing (Phase I) and expand to large-scale rice production in the Mekong Delta in Phase II. Detail of each

During phase I, the proposed technology packages will be tested and evaluated by an independent verifier. In phase II, selected sustainable rice production technology packages will be expanded at scale in An Giang, Dong Thap and Kien Giang provinces.

Expression of interest from rice value chain enterprises

Step 01
Enterprises submit an Expression of Interest including a brief introduction about the company and capacity to design sustainable rice production technologies, reduce GHG, the financial capability, and capacity to scale up rice production technologies in three provinces: An Giang, Dong Thap, and Kien Giang. The Expression of Interest can be downloaded here and should be sent by email to: TRVC@snv.org

Step 02
SNV will provide information about the competition, participation rules, time frame, prize structures, and related information on media channels, newspapers, websites of Department of Crop Production, and Departments of Agriculture and Rural Development in three provinces: An Giang, Dong Thap, and Kien Giang; meanwhile, information will be sent by mail to the enterprises who submitted the Expression of Interest in Step 1.
