Technical assistance in rural sanitation decentralized service delivery

An SNV technical assistance project financed by the WSP of the World Bank in support of the Cambodian government's implementation of its rural sanitation programme in decentralised settings.

Through technical assistance, SNV supports the Cambodian Ministry of Rural Development (MRD) and the National Committee for Sub-National Democratic Development Secretariat (NCDD-S) in the implementation of rural sanitation decentralised service delivery in ten pilot districts in the Kampong Speu and Tboung Khmum provinces. The project is financed by the Water Sanitation Program of the World Bank.

Through technical support, capacity building and knowledge and learning processes primarily at the district level, this project will support:

  • MRD in operationalizing the decentralisation of rural sanitation sub-functions to the Sub-National Administrations (SNAs);

  • NCDD-S in strengthening the functions of district and commune level to exercise their new and existing mandates.

The ultimate goal of the project is to speed up the achievement of universal access to rural sanitation across rural Cambodia with the technical assistance providing a framework of tested and agreed sets of roles and responsibilities for the sub-national authorities and line agencies (MRD and PDRD), and identified resourcing and monitoring requirements, that can be operationalised at scale.
