23 Apr 2026: DFCD approved support for SilviCarbon to scale reforestation and agroforestry in Lao PDR, preparing the company to attract investment while restoring land and strengthening livelihoods.
This disclosure notice summarises SNV’s support to SilviCarbon Agroforestry (SCALA), a forestry and carbon project developer in Lao PDR that restores degraded land through plantation forestry and carbon-linked agroforestry. Building on more than two decades of experience, the company combines sustainable timber and pulp production with high-integrity carbon credit generation, while protecting biodiversity and engaging local communities. SCALA currently manages around 5,000 hectares of plantations and aims to scale to 10,000 hectares by 2030, contributing to national climate and green growth priorities.
Operating in areas affected by land degradation, climate stress, and limited livelihood opportunities, SCALA integrates reforestation with participatory land-use planning, conservation set-asides, and community-based agroforestry. The company provides access to land, employment, and locally managed development funds, supporting more resilient and diversified incomes for rural households. Its operations are aligned with international standards, including FSC and Verra Carbon Standard certification, with plans to further strengthen its Climate, Community and Biodiversity credentials.
The project is supported by a €302,836 grant from the DFCD Origination Facility, in partnership with FMO’s Mobilising Finance for Forests programme, with an anticipated US$12 million in leveraged financing. By restoring degraded landscapes, generating carbon revenues, and improving livelihoods, SCALA contributes to climate mitigation, biodiversity conservation, and long-term resilience in Lao PDR.
