Programme Background
The Power for Food Partnership Programme (P4FP) is a five-year (2025–2029), multi-country initiative implemented by SNV and partners in Uganda, Ethiopia, Rwanda, and Kenya, with funding from the IKEA Foundation. In Uganda, the programme responds to a set of interconnected systemic challenges including declining food security, increasing biodiversity loss, and climate change. It builds on a shared philosophy between SNV and its partners to accelerate the transition towards renewable energy-driven resilient food systems, and a sustainable future where people have opportunities to thrive sustainably. The programme uses an innovative hybrid implementation model where it leverages existing initiatives and expertise within the ecosystem and connects actors working at the nexus of regenerative agriculture (RA) and productive use of renewable energy (PURE) to transform agri-food systems.
The P4FP Uganda programme pursues a systems transformation approach, working through three interlinked pathways:
- LEARN: Practice-based learning and evidence generation through knowledge exchange and embedding systems-thinking.
- LINK: Action-oriented collaboration among system actors, nurturing RA–PURE nexus champions and convening partners.
- LEVERAGE: Embedding nexus approaches into policy and practice, influencing investment flows, and strengthening capacities of local actors.
The programme works with and through a consortium of core implementing partners, currently including ACSA, PELUM Uganda, NREP, CREEC, NOGAMU, NARO, and USEA, while maintaining flexibility to engage additional partners, collaborators and service providers as implementation evolves. P4FP Uganda also works closely with government institutions, including MAAIF and MEMD, as well as the 15 targeted district authorities and other ecosystem actors, to coordinate and support programme activities at national and sub-national levels. Some of these activities are implemented directly by partners, while others are coordinated by SNV with government institutions, district authorities or other actors, with SNV managing the related activity resources, logistics and documentation in line with agreed workplans and programme procedures.
P4FP Uganda is currently implemented across 15 target districts in the Central, Western, Eastern, and Lango regions. Subject to programme learning, performance and available resources, the programme ambition is to expand to 15 additional districts in later years of implementation. Equity, transparency, and mutual benefit anchor how the programme works with its partners, government counterparts and wider ecosystem actors.
Job Purpose
SNV provides grant funding that leverages co-investment from core implementing partners, while also managing programme resources for SNV-led and jointly coordinated activities with government institutions, district authorities and other ecosystem actors. The programme’s ambition to move from pilot initiatives and early implementation to systems transformation at scale depends on partners, SNV teams and other collaborating actors using these resources well, not just accounting for them correctly.
2026 is a pivotal year for the P4FP Uganda Programme, as it moves from design and early implementation into accelerated delivery across the LEARN, LINK and LEVERAGE pathways. This requires stronger day-to-day coordination of partner-led activities, SNV-led activities, district-level engagements, government-linked activities, budget utilisation, payment readiness, documentation, reporting timelines, co-investment follow-up, implementation lessons and early resolution of delivery bottlenecks.
The Grant and Resource Coordination Officer will support the day-to-day follow-up, utilisation tracking and documentation readiness of grant, co-investment and programme activity resources across P4FP Uganda. The role will work under the strategic direction of the Programme Manager and under the technical guidance of the Project Finance Officer and relevant SNV Uganda Finance Department colleagues. The position will also work closely with the Deputy Programme Manager, Pathway Leads, MEL team, SNV activity leads, partner focal persons, government counterparts and district-level actors to ensure that agreed activities, budgets, documentation, payment-related requirements and follow-up actions move forward in line with approved workplans and SNV procedures.
The role will play a broader analytical and resource coordination function in helping the programme and its partners make effective use of programme and co-investment resources. This includes analysing financial performance, budget utilisation, co-investment progress and activity implementation through an adaptive management lens; identifying where investments are not sufficiently aligned with LEARN, LINK and LEVERAGE pathway priorities; where reallocations or follow-up actions could increase impact; and where partners, SNV activity leads or district/government-linked activities require additional support to improve delivery rather than simply meet compliance requirements.
The role will help the programme maintain a live picture of resource utilisation and implementation progress across partner-led, SNV-led and district/government-linked activities. This includes supporting monthly implementation and depletion tracking, following up on activity plans and documentation requirements, identifying where resources are not moving as planned, flagging delays or bottlenecks early, and helping partners and SNV teams take corrective action before issues affect delivery, reporting, compliance or depletion.
The position will also contribute to rapid adaptive management by documenting recurrent bottlenecks, practical lessons and resource utilisation issues, and translating these into timely recommendations for the Programme Manager, Deputy Programme Manager, Project Finance Officer, Pathway Leads, MEL team and relevant colleagues. This will help ensure that resources remain aligned with pathway priorities, approved workplans, MEL evidence needs, programme results and timely decision-making.
Job Description
Responsibilities
1) Strengthen grant, co-investment and programme resource follow-up
- Support and coordinate the administration and follow-up of grant and co-investment agreements with current and future core implementing partners, ensuring that partners understand and correctly apply the terms, conditions, reporting requirements, documentation obligations and agreed workplans.
- Provide practical, hands-on guidance to partners on grant requirements, disbursement conditions, documentation expectations, reporting timelines and follow-up actions, helping them address gaps early and improve the quality and timeliness of their submissions.
- Compile partner requests for disbursement against budget utilization and provide practical feedback where submissions are incomplete or fall short of requirements, under the technical guidance of the Project Finance Officer and relevant SNV Uganda Finance colleagues.
- Verify the completeness and readiness of supporting documentation before requests move to Finance for formal review and payment processing, ensuring that required documents, approvals, evidence, budget references and activity linkages are in place.
- Support follow-up on programme activity resources related to SNV-led, government-linked and district-level activities, working with the Programme Manager, Deputy Programme Manager, Pathway Leads, SNV activity leads and relevant focal persons to ensure that activity budgets, documentation requirements, payment-related inputs and follow-up actions are clear and moving in line with approved workplans and SNV procedures.
- Maintain a live database of grant agreements, co-investment commitments, disbursements, programme activity resource follow-up, outstanding obligations, reporting requirements, documentation status and agreed follow-up actions across partners and relevant programme activity streams.
- Keep clear records of partner-related grant and co-investment correspondence, decisions, approvals and pending actions to support timely follow-up, audit readiness and programme management.
2) Support adaptive management and strategic resource utilisation
- Work with the Programme Manager, Deputy Programme Manager, Project Finance Officer, Pathway Leads and MEL team to review resource utilisation across partner-led, SNV-led and district/government-linked activities against LEARN, LINK and LEVERAGE objectives, approved workplans and implementation targets.
- Support partners and SNV activity leads to identify where activity delivery, spending, documentation or resource use is delayed, misaligned or not moving as planned, and flag where follow-up actions, reprioritisation or approved reallocations may be needed.
- Track partner co-investment commitments and contributions, ensuring leverage targets are documented, updated and linked to relevant pathway priorities and programme results.
- Capture practical lessons, risks and opportunities emerging from resource utilisation and implementation follow-up, and translate these into clear, actionable insights for the Project Management Team, Project Finance Officer, and Pathway Leads.
3) Support compliance, risk, and financial monitoring
- Follow up partner due diligence improvement plans and agreed corrective actions with core implementing partners, in coordination with the Project Finance Officer, SNV Uganda Finance colleagues and Programme Management. For new partners, support the due diligence and onboarding process by helping track required documentation, identified gaps, improvement actions and readiness for grant or programme resource engagement
- Monitor partner budget execution, variance, documentation status and payment readiness on a monthly basis, in close coordination with the Project Finance Officer and relevant SNV Uganda Finance colleagues.
- Support follow-up on financial documentation and compliance requirements for SNV-led, district-level and government-linked activities, ensuring that required records, approvals and supporting documents are prepared in line with SNV procedures.
- Support partners and the programme during audits, monitoring visits, spot checks and verifications by helping organise records, follow up on pending documents, and coordinate timely responses to financial or compliance queries.
- Flag recurring compliance, documentation, budget execution or financial monitoring issues to the Programme Manager, Deputy Programme Manager, Project Finance Officer and relevant team members for timely action.
- Support the Country Finance Department in implementing cross-cutting finance initiatives, including Monthly end closure activities, corporate audit preparation, continuous improvement initiatives and other country finance priorities as assigned, to strengthen organizational financial stewardship and shared service delivery (at least 20% allocation).
4) Partner capacity strengthening
- Provide hands-on support to partners on grant and financial management, including but not limited to closing practical gaps between partner systems and SNV or donor requirements.
- Support partners to improve the quality and timeliness of disbursement requests, financial documentation, co-investment documentation, activity reporting and supporting evidence.
- Facilitate learning and peer exchange sessions across partners on effective fund utilisation, adaptive resourcing, documentation practices, budget follow-up and lessons from implementation.
- Support the MEL team developing and sharing practical tools and templates for partner financial-resource tracking, documentation readiness, co-investment monitoring and reporting.
- Provide practical support to district authorities and other government-linked actors involved in P4FP activities, where relevant, to ensure that activity planning, documentation, attendance records, accountability requirements, supporting evidence and follow-up actions are clear and aligned with SNV procedures.
- Work with the Project Finance Officer, MEL team and Pathway Leads to ensure that partner capacity strengthening is aligned with finance requirements, MEL evidence needs, pathway priorities and programme learning.
5) Reporting and documentation
- Coordinate with the Project Finance Officer, MEL team and relevant programme colleagues to provide accurate and timely grant, co-investment and resource-utilisation inputs for monthly management reviews, quarterly and annual programme reporting, donor reporting and other internal reporting requirements.
- Analyse and document key trends, variances, risks, bottlenecks and lessons emerging from grant implementation and resource utilisation, ensuring that relevant findings are brought into programme reflection, adaptive management and decision-making processes.
- Support the documentation and sharing of practical lessons on grant management, co-investment, partner delivery and adaptive resource allocation to strengthen implementation across the programme and partnership.
6) Support integrated programme coordination
- Work closely with the Learn, Link and Leverage Pathway Leads to align grant support, co-investment follow-up and resource utilisation with pathway priorities, implementation targets and emerging programme needs including regular and continuous fields travels to the targeted 15 districts (Partners and SNV activities)
- Contribute grant, co-investment and financial management perspectives to Programme Team planning discussions, implementation reviews, risk management, Pause and Reflect processes and other relevant programme coordination meetings.
- Work closely with the Programme Manager, Deputy Programme Manager, Project Finance Officer, MEL team and other relevant colleagues to ensure that grant and fund management follow-up is connected to implementation progress, programme results and adaptive decision-making.
- Support coordination and timely follow-up with implementing partners and relevant SNV colleagues on agreed grant, financial, contractual and implementation actions, including responsibilities, timelines, dependencies and unresolved issues.
- Take on other relevant duties assigned by the P4FP Uganda Programme Lead, in line with the purpose and scope of the role.
Qualifications
Qualifications & Experience
- A bachelor’s degree in business administration, Finance, Accounting, Economics, or a related field; a professional accounting qualification such as CPA, ACCA, or CIMA is an advantage.
- At least 5 years of relevant experience in grant or financial management within donor-funded development programmes, including direct experience managing or monitoring sub-grants or partner funds.
- Experience working within multi-partner consortia, ideally programmes applying an adaptive management approach to resource allocation and utilisation.
- Strong analytical skills, with the ability to interpret financial data against programmatic and systems change objectives, not just against a budget line.
- Excellent written and verbal communication skills in English.
- Proficiency in financial management systems and spreadsheets including Microsoft Excel.
- A high degree of integrity, sound judgment, and the ability to work collaboratively across a diverse partner ecosystem.
