The Swedish government and SNV launch mini-grid facility to expand rural off-grid electricity access in Mozambique

The Swedish government and SNV have officially launched the +SOL Mini-Grid Facility, an initiative to expand access to electricity in rural Mozambique.

Almost 50% of the country’s population still lacks access to electricity, particularly in remote areas. While Electricidade de Moçambique (EDM) continues to work towards expanding the national grid, many communities remain far from receiving a connection. Recognising this challenge, the Government of Sweden, in collaboration with SNV, has committed over US$11 million to finance the +SOL Mini-Grid Facility between 2024 and 2029.

This initiative is designed to incentivise private companies to invest in the mini-grid sector, enabling them to construct mini-grids and connect rural households. The programme is implemented in close collaboration with FUNAE and ARENE, two key Mozambican government institutions responsible for energy development and regulation.

Speaking at the launch event, Mette Sunnergren, Ambassador of Sweden to Mozambique, emphasised the significance of energy access: 'Access to electricity is vital for every person’s individual development, the development of communities, provinces, and countries. The productive use of energy generates income and jobs, while household access to electricity enhances living conditions, allows for more leisure time, and enables self-improvement activities such as studying.'

Mini-grids are decentralised energy systems that supply electricity to a limited number of households and businesses, often in rural areas. These systems predominantly rely on renewable energy sources such as solar power or micro-hydro plants, providing sustainable and clean energy. By deploying mini-grids, the +SOL facility will not only improve rural electrification but also contribute to the adoption of clean cooking solutions, reducing reliance on traditional biomass fuels.

SOL Mini-Grid Facility marks an important step in Mozambique’s journey towards universal energy access. By mobilising private sector investments and fostering local capacity, the initiative can accelerate progress in delivering sustainable, reliable, and affordable electricity to rural communities.

In addition to direct community impact, the programme will provide technical assistance and capacity-building support for ARENE and FUNAE, working to strengthen Mozambique’s energy sector governance. By reinforcing the country’s capabilities in independent energy system financing and management, the +SOL facility aligns with Mozambique’s broader energy transition agenda.
