Program background
SNV Ethiopia is recruiting an experienced, Safeguarding Advisor for an anticipated flagship program. The program aims to secure 800,000 dignified and fulfilling job opportunities for rural young women. The program will embrace a market system approach in high-potential value chains, (horticulture, poultry, dairy, and complementary value chains), grounded in seven regional clusters. It will deliberately integrate Gender Equity and Social Inclusion (GESI) transformative approaches and safeguarding mechanisms across all program interventions and facilitate young women's empowerment to secure jobs through initiatives that address market and socio-economic barriers and location-specific gendered root causes.
SNV will implement the programme jointly with five other Ethiopian/ International NGOs, that will deliver their work in specific clusters. Together, these clusters will integrate technical expertise, and they will support the programme’s ecosystem to achieve longer-term systems change for young women and men employment in agri-business.
Summery of the position
Reporting to the Deputy Program Manager Youth Engagement and Partnership Advisor, the position will ensure that the required systems and mechanisms are in place to safeguard young women and men and other program participants. The Safeguarding Advisor provides technical leadership for action across the program and partnership to comply with the safeguard guideline in collaboration with the team and other stakeholders. This is a national position based in Addis Ababa with frequent travel to the target areas. The Advisor will ensure accountability on safeguarding through continuous monitoring, tracking and updating. The Advisor will provide strategic guidance at regional and national levels, as well as explore strategic collaboration with key partners, to support the program in providing all entities with guidance, capacity building and training to ensure program participants' safeguarding. The Advisor will develop and implement strong communication approaches for Safeguarding. The Advisor will identify gaps for further and continuous improvement and capacity-building efforts.
In this role, you will work with consortium partners of the programme, young women and men, the community, public and private sector and Civil societies. You will develop positive relationships with young people, networks of agri-preneurs, and programme-implementing partners, so that our work is driven by the voices of young agri-preneurs, with a special focus on the needs of young women, and you will create an accountability mechanism to ensure safeguarding of young women and men and other marginalized groups.
Job Description
- Lead the development and implementation of a holistic youth safeguarding strategy.
- Based on the program scope, adapt specific safeguard framework and guidelines for the program in line with SNV and donor requirements
- Together with the GESI advisor develop program safeguarding and reporting mechanism
- Formulate relevant safeguarding indicators and set targets in working with the MEAL team and review the program accordingly
- Provide safeguarding training and support to the program team and partners throughout the project cycle.
- Ensure integration of safeguarding guidelines in the overall program planning, implementation, budgeting and partner-due diligence assessment
- Provide advice on safeguarding concerns, run necessary investigations on arising risks, develop management strategies and communicate the situation to SNV and donor
- Champion safeguarding focal points in each of the operating regions. Ensure that all partners’ safeguarding staff have the skills, knowledge and training required to fulfil their role effectively.

Qualifications
Education and Experience
- Master’s degree in social studies, social works, law, or any related fields with practical experience in youth and women's economic empowerment and social inclusion programs.
- Ten (10) years of work experience in senior positions in development projects or programs
- Practical experience in implementing safeguarding frameworks for large and complex projects
- Multi-tasking skills, with the ability to coordinate, prioritize, and organize workload, meet deadlines, and work under pressure
- A proven track record of initiating and developing analysis for continuous learning to improve and strengthen safeguarding measures will be an advantage
- Skilled at identifying and mitigating safeguarding risks
- Possess the ability to manage conflict and handle sensitive issues with due care
- Excellent verbal, written, and presentation skills with the ability to articulate information at various levels
- Flexible and able to adapt to a multicultural environment and complex situations.
- Strong analytical and problem-solving skills

Contract Type: National - Full time
This position will be based on Donor Funding and approval confirmation.
Expected start date: February/March 2025
Duty Station: Addis Ababa - Ethiopia
Contract Duration: Two years with the possibility of extension based on performance.
