Overview of project

In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project Transforming the Rice Value Chain (TRVC) for Climate Resilient and Sustainable Development (TRVC) in An Giang, Dong Thap, and Kien Giang provinces. The project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely (1) improving climate resilience, (2) optimizing rice value chain linkages, and (3) developing carbon markets. The TRVC project aims to build on the successes of the AgResults Vietnam Emission Reduction Challenges Project (AVERP), which piloted the results-based prize incentive model in the Thai Binh province to attract a diverse pool of private sector actors to implement improved rice farming practices.

SNV Vietnam is seeking a highly qualified national candidate to fill the position of Monitoring, Evaluation and Learning (MEL) Advisor for its programme.

Job Description

Key Responsibilities

Monitoring, Evaluation and Learning (MEL) is crucial for the high-quality implementation of projects and the development and evidencing of our approaches. MEL facilitates data-driven decision-making by showing whether results are coming about as expected, and whether adjustments to project strategies, assumptions, and our approaches are needed. TRVC’s MEL approach is based on a set of quality criteria that support teams to use MEL throughout the project life cycle, from design to closure, to test project strategies, inform potential adjustments and learn what impact the project is having. In practice, MEL means constant analysis, reflection, and improvement of our work – enabling successful tailoring of approaches to local problems and contexts and full transparency for our donors and partners. TRVC already designed its Theory of Change, and a MEL and Result Framework for its 5 years implementation.

Under the leadership of the Team Leader; and in collaboration with the Deputy Team Leader and SNV Global MEL Experts, the MEL Advisor will be responsible for the following key activities:

  • Following the established M&E framework, develop work plan for both quantitative and qualitative data collection to ensure data sufficiency and compliance with donor and SNV standards.
  • Be the focal point for master MEL data collection, aggregation and analysis activities
  • Collaborate with project staff and Government partners to conduct M&E activities in compliance with the planning, monitoring and quality assurance standards. This includes periodical monitoring in the field to track progress, and collect, process and analyse data on results, targets, milestones, performance and changes in the lifetime of the projects.
  • Perform data audit, aggregation, and analysis of relevant data to produce MEL report and for periodic monitoring, review, and evaluation of project activities.
  • Advise MEL colleagues and the project management on MEL activities and adjustments within the project cycle based on evidence based learning opportunities
  • Advise and guide the TRVC MEL staff and partners in line with the TRVC MEL Framework
  • Maintain and update project records (results and milestones) following TRVC’s Work Plan and Deliverables.
  • Foster participatory planning and monitoring by involving and training primary stakeholder groups in the M&E efforts.
  • Report findings to the Team Leader and SNV Team; appropriate Government partners and selected key audiences.
  • Prepare MEL milestones and annual report to be integrated to overall Project reports to donor and ready for bi-annual and annual review and evaluation workshop events yearly review and evaluation workshops.
  • Support and take lead in selected activities as assigned of the project MEL Plan that include baseline, Company level milestone reporting, Company and project level progress discussions, project validation process, Annual learning workshops, Annual review and reporting, Lean data outcome surveys, Contribution analysis and External midterm and final evaluations by independent Evaluators.
  • Other tasks as assigned.

Qualifications

  • Master’s degree (or equivalent) in Development, Sociology, Economic or related field
  • Minimum of 4- 6 years’ experience in development sector (NGOs, CSO), with at least 4 years of full-time experience with M&E tasks, preferably related to inclusive agriculture value chain development projects
  • Strong knowledge of M&E systems (result chains, logical frameworks, indicators, tools of verification etc.), impacts assessment, results-based orientation and approaches 
  • Experience in contributing to or facilitating project learning
  • Demonstrated capacity with data analysis and produce concise reports
  • Experience guiding or advising staff and partners on MEL approaches and practices is desirable
  • Good understanding of business and private sector
  • Very good communication and interpersonal skills
  • Very good written and spoken English and Vietnamese
  • Highly-motivated self-starter with strong technical and organizational skills who takes individual accountability seriously
  • Proven ability to work independently; effectively manage time, competing priorities, and complex tasks; and identify opportunities and challenges and propose appropriate responses or solutions
  • Willingness to travel for work

Contract Type: Employment contract 

Contract Duration: 12 months, full-time, with possibility of extension

Travel: up to 30%
