Project background
BRIDGE+ is a five-year programme from November 2023 to December 2028, implemented by a consortium led by SNV Netherlands Development Organization in partnership with Agriterra and Wageningen University, with funding from the Embassy of the Kingdom of the Netherlands (EKN).
The primary goal of the BRIDGE+ program is to contribute to a robust dairy value chain that generates inclusive and sustainable benefits for all participants, particularly smallholder farmers within mixed farming systems, and positively impacts the broader community. To achieve this, the project will operate on three levels: (1) Smallholder farmers: enhancing benefits from dairy farming; (2) Dairy value chain: improving functionality and food safety; and (3) Sector level: strengthening institutional frameworks.
Purpose of the Job
This position holder is the primary team member of BRIDGE+ project responsible for ensuring effective focus on young women in BRIDGE+ approach and throughout the project management and staffing, annual work-planning, interventions, and monitoring and evaluation (M&E). The advisor is responsible for building the team’s capacity to take responsibility for implementing gender sensitive activities and interventions, including those set forth in the project proposal. S/he will ensure that the required systems are in place to safeguard young women and men engaged in the project. The Gender Advisor provides technical leadership for action across the BRIDGE+ project and partnership to comply with the safeguard guideline in collaboration with the project management and the project national and regional technical team. The Advisor will ensure accountability on safeguarding through continuous monitoring, tracking and update report. The Advisor will provide strategic guidance at regional and national levels, as well as explore strategic collaboration with key partners to support the project in providing all entities with guidance, capacity building materials, and training programs. The Advisor will develop and implement strong communications approaches for Safeguarding. The Advisor will identify gaps for further continuous improvement and capacity building efforts.
Job Description
Gender:
- Lead the design and mainstreaming of gender across all project components and ensure that young women benefit equally from project interventions.
- Build project and partners’ staff capacity in gender and provide coaching and mentoring.
- Ensure that gender indicators and measurement tools are incorporated in regular monitoring tools, bassline, mid-term and final evaluation.
- Capture lessons and share to the management for strategic decisions
Safeguarding:
- Based on the project scope, adapt specific safeguard framework and guideline for BRIDGE+ project in line with SNV Environmental and Social Management System which consist of safeguard policy and guideline on environment, social, gender, youth and children
- Ensure integration of safeguarding guidelines in the overall project planning, implementation, budgeting and in partner - due diligence assessment.
- Oversees the project procurement, staff recruitment and service contract processes to ensure that safeguarding guidelines are fully complied with.
- Provide advice on safeguarding concerns, run necessary investigation on arising risks, develop management strategies and communicate situation to SNV and the Embassy of the Kingdom of the Netherlands (donor).
- Serve as BRIDGE+ project focal person on safeguarding matters and manage associated reporting. Champion safeguarding focal points in each of the operating regions.
Qualifications
Qualification and Experience:
- MA degree in social sciences related to social development works, gender, management, economics, business, rural development, and other related fields.
- Minimum five years of experience in development work and project implementation with focus on gender and safeguarding.
- Practical experience in implementing gender and safeguarding frameworks in Ethiopia.
- Experience in agricultural project.
- Multi-tasking skills, with ability to coordinate, prioritize and organize workload, meet deadlines and work under pressure.
- Proven track record of initiating and developing analysis for continuous learning to improve and strengthen gender and safeguarding measures will be an advantage.
