Country Overview
Working in Cambodia since 2005, SNV uses market-based approaches, emphasizing environmental sustainability and inclusive development. Context and Purpose of the Job
The Human Resources and Operations Manager leads the Operations team within the country, and focuses on providing support services, thus ensuring the availability and quality of Human Resources, Procurement of Goods and Services, Office Administration, Logistics, IT, Safety and Security, Legal and Regulatory Compliance, and overall support aligned to SNV global functions. The Manager is directly responsible for implementing some of the activities, while also managing staff, processes and procedures for others. Works closely with the Country Director and is a member of the Country Management Team (CMT), responsible for timely delivery of Department activities. The person will drive SNV culture, engagement, learning and performance (impact) at country level by ensuring that every event in an employee journey is important.
Job Description
- Contributes to the development of the strategy and management agreement of the country.
- Translates organizational and partnership requirements in HR for the country considering labour market development and regulations, and develops country HR strategy.
- Support management (including Project Managers) with asked and unasked advice on HR policies, legal issues and organizational change; advises and supports CMT on personnel matters in order to support business decisions, and acts as an effective business partner within the country.
- Formulates, maintains and implements local personnel manual for national staff, aligned to global frameworks (and consultation with Global HR unit), relevant regulations, budgets, as well salary and total benefit benchmarking process (with approval of the CD).
- Implements and supports line managers in conducting performance appraisal processes, analyzes and identifies development needs, implements HR development framework, and provides advice in career development.
- Arranges relevant (induction) training and development opportunities within (project) training budgets, based on HR policies, consultation with and approval of CD and line managers, balancing business development requirements and individual employee needs.
- Reviews and advises on recruitment and staffing requirements, initiating actions to labor market (including advertisements), implementing and keeping updated CV database of (potential) staff, consultants, pre-screening candidates and arranging interviews, advising on selection, and negotiating with and contracting the right candidates, within mandate, conforming the project staff planning, compensation and benefits policy, corporate recruitment policy and requests from the CD, Country Sector Leader and/or Project Manager.
- Implements job structure and maintains job profiles, regularly analyzes staff composition and costing levels, and advises management on organizational design and issues, using provided global standards and based on management requirements.
- Procurement and Contracting Responsible for the country. Develops and maintains the infrastructure within which country procurement and contracting processes take place in accordance with donor and corporate standards.
- Manages and organises integrated process delivery, optimising the use of guidelines and procedures within projects and/or a field offices.
- Acts as the Country Security Focal Point (SFP), operationalizes the Security Management Plan and guides the Risk Management Team to ensure the implementation, accuracy, and relevance of security planning.
- Additional related tasks as from time to time directed by Line Manager.
Qualifications
- Master’s degree in management/ business administration or related field.
- Proven experience (7-8 or more years) in HR and Operations management or equivalent.
- Strong knowledge of Cambodia local labour law and networking in communities.
- High capability of communicating a message in different ways to others, in accordance with their perceptions of the environment and reactions.
- Be able to unravel complex and abstract questions, separate central and side issues, and quickly incorporate new knowledge.
- Be able to provide a service that as optimally as possible meets the needs of the client. Grant the client time and attention with an eye on the maintenance of a good relationship, which is based on mutual trust
- Interest in private sector development and in the fight against poverty and inequality.
- Initiative and creativity in solving problems.
- High attention to detail. Ability to work independently and with the team.
- High degree of initiative, flexibility, reliability, discretion, and willingness to learn.
- Good oral and written communication skills in English.
- Solid computer skills in MS-applications (Word, Excel, Outlook, Powerpoint, Internet, etc.).
- Knowledge of global HRIS-System, SAP by Design and Sharepoint is an added advantage.
